Alexei Maine Fleming was arrested around 7 p.m. Tuesday at a parking lot near Pier and Hermosa avenues, according to Detective Mick Gaglia of the Hermosa Beach Police Department.
Fleming was carrying a two-way radio, a receipt book and a sign indicating that the regular parking-payment system was out of order, but all-day parking was available for $3, police said.
According to Gaglia, Fleming said he was collecting the parking money to help pay his rent, and that he had also collected money on Friday and Saturday.
Anyone who believes they may have been duped into paying him was urged to call Detective G. Poelstra at 310-318-0341.
