The man, we believe known to DC street regulars as Mr. Harry{?} was swarmed by DC police, who suggest they saw him drinking on the street from a security camera. He has never been known to even raise his voice, let alone bother people in public. They manhandled him, knocked him to the street and busted his head wide open.
