ASEAN member countries consider important military role in humanitarian relief efforts, and disaster management. To this end, ASEAN to design rules that will include military ASEAN countries every time a disaster occurs.

According to a statement issued by ASEAN, the idea of forming this joint committee started from the very act of military confidence, and can be immediately deployed to provide rapid response when disaster strikes.
"ASEAN countries also proved to have the military capacity that can be deployed in humanitarian relief operations, both at regional and international levels," the statement read.
This workshop is intended to show the second stage confirms the previous talks in Pattaya, Thailand, in 2009, and continued rotation dialog defense in Ha Noi, Vietnam, on March 11, 2010.
"The main purpose of the establishment of this joint committee is to promote and enhance military cooperation of ASEAN countries through the use of military assets and capacity,"the ASEAN statement.
The joint committee will be the task of managing all activities related to HADR operations ASEAN countries. In addition, the joint committee responsibility is to develop standard operating procedures of ASEAN military in humanitarian relief efforts.
"(joint committee as well) to facilitate joint exercises all the military forces of the ASEAN countries, to explore and identify areas of cooperation the field of HADR, HADR and carry out joint operations,"the statement said.
